Revokes an operator by closing their `Operator` PDA. The revoked wallet can no
longer call `ReleaseFunds` or `ResetSmtRoot`.

This instruction takes no parameters.

## Important Notes

- Closes the `operator_pda`; the revoked wallet can no longer call
  `ReleaseFunds` or `ResetSmtRoot`
- Any in-flight operator transactions will fail with `InvalidOperatorPda` after
  this call
- Emits an event via `EmitEvent` CPI
